Abstract

Public Relations has a wide range of tasks, such as public relations agency of government that became the vanguard of the door of the government takes place. Through public relations governmental functions run well, because Public Relations will always interact with the community either directly or indirectly. Public Relations provides services to people who need help and information about the manner of administration. In the manner of a work of Public Relations that is oriented on the principles of management and by prioritizing the common interest and not on private interest. Public Relations of a town government Yogyakarta provide services on complaints from people who complain about the improvement of public facilities. In this research will be discussed on the implementation on the management of public relations in managing UPIK to fix the public facilities by the use of mainstream theory that is a model the process of four measures public relations. This research using the study of descriptive qualitative describing the actual state, after doing observation interview and documentation. People work of public relations are already in accordance with the theory of managementof public relations that is a model the process of public relations four measures and model public relations open system. Public Relations responsibility in managing UPIK which now this can be a medium of communication between the government and society in order to fix the public facilities.
