Abstract

Social welfare in Indonesia can be better achieved whenever zakat (religious-based philantrophy) is managed seriously and professionaly. To attain the target is through zakat regulation which aims at managing zakat by transparancy and accountability framework. The presence of zakat regulation no 38/ 1999 which has been amendeed by zakat regulation no 23 /2011, is legal justification on zakat management in Indonesia. So far, the management is dominated by Islamic mass organizations as well as government organizations. The regulation will manage zakat in sentralistic manner which can be recognized as the weakness of the regulation itself due to society’s distrust toward the zakat committee. In other side, the strength of the regulation is flexibility and simplicity as less zakat organizations (lembaga amil zakat) will be involved.
