Abstract

There has been so much effort by government to empower the peoples, but still the result is not effective yet. To this day, poverties and unemployment problems still suffering Indonesian people. This failure is related to strategies chosen by government. All this time, intervention strategy to the poor is always a directly strategy. This article shows that indirect strategy to the poor could raise the empowerment movement in one area, includes the poor which live in that area. However, indirect intervention strategy with trickle down effect concept was already popular in Soeharto era but, as New Order era collapsed, this kind of strategy is rarely referred again. Nevertheless, this intervention strategy has a high potency to efficiently and effectively cope the poverty and unemployment problems. In many places, particularly with the emergence of handicraft centers phenomena, it is only one man needed to starts the growth. Naturally, a success of one man could inspire the birth of new entrepreneurs through imitation processes. If in one area emerges a success person, this naturally shall motivates other peoples to imitate his effort. Imitation is a process which could be a propulsive power for peoples to be raised and empowered. Imitation process in a geographical area could emerges a production center (business cluster) which could brings more attention and visitors to the area, more buyers, or more funds than if the businesses is separated. This paper describes the growth processes of several business centers which had imitation spirit, and taking it up on abstraction, to build alternative models and strategies in empowering peoples.
