Abstract

The research was aimed at exploring a supervision prospect which was based on several aspects in private Islamic school (madrasah) in South Sulawesi. The aspects of supervision are: 1. The implementation process of education policy in privat Islamic school (madrasah), 2. The result of policy implementation on privat Islamic school (madrasah), 3. Society participation in formulating implementation and controlling education policy in privat Islamic school (madrasah), and 4. An effective education formulation models and its policy implementation on privat Islamic school (madrasah). This research was done in three regions which were served as an activity center on education and da’wah and each of them has established Islamic institution branches (starting from kindergarten, Islamic school in elementary and secondary levels to college), in all regencies and cities in South Sulawesi, precisely founded in As’adiyah Sengkang Wajo regency, Daruddakwah wal Irsyad Ambo Dalle (DDI – AD) in Mangkoso Barru regency, and Darul Arqam Muhammadiyah Gombara Makassar. The method used in the research was a qualitative method which placed the researcher as a key instrument. While triangulation data gathering was fully done in the research, data analysis was done inductively. Then, the result of the research was emphasized on the meaning rather than generalization. To make the research concise, the writer chose the object, particularly on Islamic school supervision from 3 (three) organizations which became the research location (purposive sampling). The result of research showed that the society participation was an initial point to raise an Islamic institution such as pesantren (Islamic boarding school) and madrasah (Islamic school). In the further case, the government ‘s efforts to manage education in accordance with state progress might result in policy and law which were in a centralistic and discriminative characteristic and regulated generally the education sector. Seeing the condition, it could be drawn that: 1. Policy implementation in private Islamic school was not maximally running, 2. The result of policy implementation was not addressed optimally at private Islamic school, 3. Society participation in formulating policy implementation was weak, and. 4. An effective implementation formulating model at private Islamic school (madrasah) was necessary. Hence, it was explained in the analysis that to supervise private Islamic school, other parties should support to build partnership – resulted in participative policy with the diversity spirit and togetherness to utilize the potency – and hold a Islamic school supervision toward the fulfillment of the society’s need. This nation was in a line with decentralization system which was signaled by the concept of education quality improvement through society, local and school-based system quality improvement management. To face the fact, the writer will offer a policy model which is appropriately suitable with the direction of private Islamic school supervision in the future, namely “A Participative Autonomy and Partnership Model of Quality Improvement Management in Private Islamic Schools”. .
