Abstract

This research aim to know meaning of standards dualism of higher education library, difference of both standards of higher education libraries, and implementation of standards in university libraries at Yogyakarta. those are SNI 7330:2009 and SNP 010:2011. Methods which used in this research is qualitative case study. Informant in this research is four university libraries: Islamic State University Sunan Kalijaga Library, Gajah Mada University’s Library, Ahmad Dahlan University’s Learning Resource Centre, and PGRI Yogyakarta University’s Library. Based on data that have been analyzed can be seen that standards dualism in Indonesia happen because of two standards, there are SNI 7330:2009 which are legally had been released by National Standardization Agency of Indonesia and SNP 010:2011 which are legally had been released by National Library of Indonesia. The existence of two institutions that issue standards because of the difference in the reference standard used for issuing standards of libraries. SNI 7330:2009 and SNP 010:2011 had too many differences included structural difference and content difference. The structural differences included: official attestation, drafting team, secretariat team, writing format, the process of formulation, procedure numbering, and the number of points in the standard. Differences contents include: the scope, terms and definitions, collections, facilities, services, personnel, organization, management, and information technology. SNP 010: 2011 is more widely implemented than with SNI 7330: 2009.
