Abstract

Badan Amil Zakat (BAZ) or Zakat Institution of the city of Bengkulu is the property of Bengkulu City Government to be expected to collect zakat from the Muslim community of Bengkulu in accordance with its potential amounted to IDR 2.5 billion per month, or as much as IDR 30 billion a year. However, the realization of BAZ of the city of Bengkulu is only able to collect funds amounted to IDR 40 million to 50 million per month, or only about 2.2% so that as much as 97.8% has not been collected yet. In fact, the figure is only collected from Civil Employees (PNS) alone, not from the Islamic community of the city of Bengkulu broadly. This study deals with issues concerning 1) the incompetence of BAZ of the city of Bengkulu to collect zakat close to the amount of zakat funds in accordance to its potentials, 2) the personnel competency in running their organization function at BAZ of the city of Bengkulu, and 3) the factors supporting and inhibiting BAZ of the city of Bengkulu in its function to collect and empower zakat. Method: This is a qualitative-field research, using a management approach with the theory of human resource management to see the issue number one, a sociological approach with the structural functional theory to see the issue number two, and a organizational environment approach with the theory of resource dependence and the institutional theory to see the issue number three. Findings: 1. BAZ of the city of Bengkulu does not manage its amil zakat personnel using the human resources management system so that they generally do not have the competence as amil zakat, 2. BAZ of the city of Bengkulu is not able to function as an institution as depicted in AGIL scheme. 3. BAZ of the city of Bengkulu has not been able to capitalize on the environmental organization well as its supporting factors such as: a. Society of Bengkulu Muslims who join PNSD (local civil servants) of the city of Bengkulu and few of general public, b. Central Government, c. Local Government of the City of Bengkulu, d. Ulama and Community Leaders of the city of Bengkulu, e. Print and electronic media in the city of Bengkulu. Contribution in the field of science: 1. Management of Zakat personnel should use human resource management system in order to succeed. 2. Independence of BAZ institution capable of bringing significant changes in progress is by establishing the Ministry of Zakat and Waqf that shelters the entire BAZ throughout Indonesia.
