Abstract

The global economic ais.is brought a significant impact to the nations of the worLd, especiaHy developing countries, and the impact of a direct effect on the continued rising unemployment. Unemployment became a major problem for a country, including Indonesia, because the higher the unemployment rate in a country cause the onset of the high crime rate. For it is the duty of the state to provide employment and a decent income for the community. But amid the bad economic crisis, will be very difficult for a regime to provide employment and adequate wages, we need an alternative solution to overcome this difficulty. The following attempts to open the possibility of settlement of social problems by performing maximize the function of zakat in Islamic Jurisprudence. In Indonesia, the charity has long been a concern of the government. This marked the birth of zilkat management legislation of the first, namely Undang-undang No. 38 Tahun 1999. This Act was renewed in 2011 with the enactment of Undang-undang No. 23 Tahun 2011. ln general, the nev,r law is still the same as the previous arrangement, which is associated with the management of zakat funds. The principle of Al-'adalah al-ijtima'iyah requires responsibility for the implementation of the welfare of the rich equitable to all citizens, without exception. The spearhead of this effort should be the government's hands. Where the government is obliged to meet any needs of citizens, through funding sources including the legal one is through zakat, as ever offered by Quraish Shihab [1].
