Abstract

Issue management is one of the fields of science in public relations. In this study, issue management was used to respond to and manage the issue of school closure that afflicted Purnama Vocational School Tempuran Magelang. There are four main focuses that will be the study of the author in this study. First, Why is the issue of closing Tempuran Vocational High School arise. Second, how is the development of the issue of closing Tempuran Vocational High School. Third, how is the issue management carried out by the Tempuran Vocational High School in dealing with this issue. Fourth, How is the result of image improvement conducted by the Tempuran Vocational High School. This research is qualitative, revealing in detail about the application of issue management conducted by the Purnama Tempuran Vocational School. The subjects of this study were the principals, public relations and teachers of Purnama Tempuran Vocational School. To answer this problem the data is collected through observation, interviews and documentation. The results of this study indicate that 1) Issue of school closure that afflicted Purnama Vocational School Tempuran come about because of the narratives was rolled out by groups of people who were anxious and uncomfortable towards a handful of Purnama Tempuran Vocational students who were often involved in brawls with other schools students. 2) There are four phases of the development of issues that afflict Purnama Tempuran Vocational School. The first phase is emergence, where the issue of school closure arises and begins to be a discussion of the surrounding community. The second phase was dissemination, the issue began to develop and spread to other regions, besides that the mass media also played an important role in helping the development of the issue. The third phase is the establishment phase, the issue increasingly becomes the discussion of the community and the organization makes a policy to respond to the issue with clarification through the mass media. The fourth phase is erotion, the issue of school closure that afflicts Purnama Tempuran Vocational School is no longer the subject of public discussion or mass media after the organization has clarified. 3) Where as in dealing with the issue, the Purnama Tempuran Vocational School conducted clarifications submitted by the principal through the mass media, and made programs aimed at changing the issue, of course, at the same time improving / building the image of Purnama Tempuran Vocational School, as for the following programs: intensive coaching to Purnama Tempuran Vocational students, marketing and conducting media relations. 4) While the result of improving the image that conducted by the Tempuran Vocational High School have not been too significant, this is indicated by the responses of the people who still look negative on Purnama Vocational School Tempuran.
