Abstract

Starting from the writer’s curiosity about implementation of effective school policies at elementary school Magelang regency in SD Negeri Sawangan 1 Magelang Central Java. This study aims to find out the reason why SD Negeri Sawangan 1 be used as an effective school in the district of Sawangan and what program is used as the school’s effective program. This research use qualitative research method, the kind of this research is policy research and use evaluatif approach that use to discovering data about effective school regulation. The object of this thesis research is the implementation of effective school policy in SD Negeri Sawangan 1. While the subject is the Head Master, teacher and student in SD Negeri Sawangan 1. To answer the problem, the researcher used data collection method in the form of interview, observation, documentation, and data triangulation technique. With data analysis techniques using interactive patterns and lasted until the data is completely saturated. The results of the research shows that SD Negeri Sawangan 1 meets the criteria as an effective school in Magelang regency for Sawangan district, so worthy of being an effective school. There are two effective programs in this school, goverment’s program and school’s program. The effective program planed based to nasional standard and school potential. The impact of the effective program for the improvement of human resources is the improvement of teacher perfomance because the teachers get the program of competency improvement program and get special attention from the Education Department Magelang Regency through the supervision program.
