Abstract

This study entitled “Islamic Guidance at the Northeast Reintegration Center (NERC) Women‟s Prison in Cleveland, Ohio, United States” is a study of the implementation of Islamic Guidance in the NERC Prison. The Ohio State Government has officially established Islamic Guidance in the NERC as a program to reduce recidivism. This research was carried out in the midst of widespread Islamophobia, burning 305 mosques in 42 US provinces, anti-Sharia movements with characteristics of excessive suspicion of Islamic teachers, and the killing of American Muslim figures without judicial proceedings as a consequence of September 11, 2001. The focus of the research was all female Muslim prisoners in the NERC women‟s prison. Various data were collected from various sources to produce primary data and secondary data. Data sources included observations directly from NERC prisons and interviews with female inmates and prison officials. Other data sources were logbooks, laws, court decisions, Senate decisions, the official website of the Ohio Penitentiary Directorate and the United States Department of Justice, Government Ordinance Province of Ohio, as well as other notices that are open to the public. The research method was qualitative, and the data analysis adhered to Borden-Abbott (2008), that is, existing data that were analyzed to be a feedback for the subsequent analysis process. An important finding in this study was that, despite various obstacles in the implementation of Islamic guidance in NERC prisons, the tasks agreed upon between the researcher and the Ohio Government had succeeded to be fulfilled. The measure of the success was the absence or significantly reduced number of recidivism among all former Muslim prisoners who once inhabited the NERC women‟s prison. Of all 12 Muslim prisoners who were once in NERC women's prison of the Cleveland City in the span of 5 years of research, none of the prisoners became recidivists.
