Abstract

With the rapid development of the times by itself resulted in increasingly strong competency competition in all lines of life. This also impacts on educational institutions where educational institutions must strive to improve the quality of education. One of them is by using a good system in order to survive and not be abandoned by its customers, especially in delivering quality human resources. One of the education quality management systems is the implementation of TQM in education. This study aims to find out and explain about: (1) How to improve the quality of education in UAD Yogyakarta. (2) How is the implementation of TQM at UAD Yogyakarta. (3) What are the inhibiting and supporting factors of TQM implementation at UAD Yogyakarta. This research is a field research using a qualitative approach. The object of this study is Ahmad Dahlan University Yogyakarta. Data collection in this study was carried out through interviews, observations, and documentations. Test the validity of the data in this study using triangulation of sources and techniques. The results of this study indicate that: (1) Efforts to improve the quality of education at UAD are carried out through improving the quality of the Tri Darma of Higher Education, strengthening human resources, quality of students, quality of facilities and infrastructure, quality of academic administration services, accreditation of institutions and study programs and the existence of cooperation with institutions the other. (2) Implementation of TQM at UAD is carried out through the quality assurance stages of Edward Sallis, namely strategic planning, quality policy, management responsibility or commitment of the leadership, focus on customer satisfaction, teamwork (tiemwork) and continuous improvement, forming a quality organization, recruitment , training and development, forming learning management, marketing and publication, investigation and recognition, induction or orientation of new students, provision of curriculum and implementation of learning, guidance and counseling before graduation, assessment, administrative arrangements and institutional reviews summarized in management and synergized functions with the implementation of TQM Quality Standards, Monev, Deviation and New Standards. (3) The inhibiting factor of the implementation of TQM at UAD is the commitment required from all educational stakeholders at UAD, the lack of mastery of IT for elderly lecturers and the acceleration of employee adjustments regarding the work system at UAD. While from the supporting factors there are several things such as leadership commitment, financial support, qualified human resources and a conducive academic environment.
