Abstract
While the power of state was controlled by New-Order (Orde Baru), central goverment drew up a regulation and policy, including village administration. That is why government strove for uniformity in all sectors and continually socialized. When Reformation Order took over for The New Order, government should abridge freedoms and uniformity, even more, closed it, especially when the new regulation of autonomy No. 22/1999 has been put into effect. This new regulation gave freedom in taking care of appearing any more the original administration that was taken from village cultural identity to substitute uniformity model in Java's village administration. This writing try to study how the role of Banga or Desa Adat in developing tourism in Bali in New-Order and Reformation Order-era.
