Abstract

Education is a total and integral system which encompass strip and level and kind of education which are connected to one another to stritive for achieving the goal of education. It is important to make a total and integral approach of education system, so that a qualified education can reach segments of public. The program educational system approach is devided into three aspects: namely program education of system approach based on social demand approach, the need of manpower approach, and rate return approach. Each program can be evaluated well by using any standard can be observed and some concept in a positivist manner. Thus, the current educational theories are not as a vague and unscientific and not only as mere expression of opinion. Not all can be explained by positivist manner. That is why, the logical positivist modifies their claims as logical empiricist. They said, a statement is empirically meaningful if it can be “confirmed” as opposed to “verified”, particularly in education.
