Abstract

Clean water is a right of citizens. The state must provide it as its responsibility. Moreover, the availability of clean water, especially at the household level, is the concrete form of the development and welfare commitment given by the state to the people. In the midst of the state weakness to provide clean water for its residents, some communities, such as rural villagers and even rural governments in some regency of eastern Indonesia, present actively and responsively to overcome their clean water needs together. This collective action between community organizations and villagers were able to provide clean water independently and close to the citizens. Yet, more than that, the state is the most responsible party in providing clean water for all citizens, especially the poor.
