Abstract

This research was intended to study implementation of Health Minister Regulation number 58/2015 related to resource in Library of the Board of Health Human Resource Development and Empowerment, to identify factors supporting and hampering implementation of the minister regulation, to identify efforts that will be done by the Library at the Board of Health Human Resource Development and Empowerment to be main library for library in technical executing units below the Board of Health Human Resource Development and Empowerment and to identify expectation of Health Ministry Library and technical executing unit libraries over the Library at the Board of Health Human Resource Development and Empowerment. It was qualitative research. Data was collected through interview, observation and documentation. There are some conclusions from this research. First, library at Board of Development and Empowerment of Health Human Resource have not fully implemented Health Minister Regulation Number 58/2015 related to library resource because there is no head of library, area of library building do not suit standard in Health Minister Regulation and National Library Standard (SNP), there is no special room for library, and there is no budget for activities of assisting library at technical executing units. Second, factors supporting implementation of the Health Minister Regulation number 58/2015 are support from the directors of the library that along with librarian make synergy to implement the Minister Regulation and support from Library of Health Ministry. Meanwhile, factor hampering implementation of the Minister Regulation was change in position of echelon IV, the higher leaders (echelon I and II) have not understand the Health Minister Regulation yet, so they were not optimal in implementing the policy, and librarians have not done analysis of the Health Minister Regulation for the higher leaders (echelon I and II) and weakness of library that do not comply with the regulation. Third, efforts of Library at the Board of Health Human Resource Development and Empowerment as main library for libraries of technical executing units below it were done by fulfilling resource requirement, improving human resource competence and proposing budget for financing activities and evaluation of library at Technical Executing units. The fourth, Library of Health Ministry and libraries at technical executing unit below the Board of Development and Empowerment of Health Human Resource hope that the Library at Board of Development and Empowerment of Health Human Resource as holding library can give assistance and facilitate need of libraries at technical executing unit below it.
