Abstract

Faiz Auliya Rohman, Strategic Management to Improve the Quality of Madrasah Aliyah Education at Yayasan Mambaul 'Ulum Sumenep Madura, Thesis, Yogyakarta: Islamic Education Studies Program Concentration of Islamic Education Management Master of Faculty of Tarbiyah and Teacher Training UIN Sunan Kalijaga Yogyakarta, 2018. The background of this research is to improve the quality of education in educational institutions. This is because the strategy management process is quantitatively accompanied by maximum management power so that the institution tends to experience development and improvement. This research was conducted aiming to determine the level of education quality at MA Mambaul 'Ulum Foundation, the strategy management process carried out, as well as the problems faced and solutions to overcome. The research was conducted with qualitative approach which located in MA Mambaul 'Ulum Sumenep Madura. There are two sources of data in this study, namely documents and resource persons (Principals, School Committees, teachers, and students). Data collection techniques use observation, documentation, and interview methods. Data Validity is done by source triangulation techniques. Data analysis using analysis of Miles and Huberman models, namely interactive models through steps; data collection; data reduction, data display and data verification. The results of this study indicate that: first, the reason for the improvement in the quality of education in MA Mambaul 'Ulum is: (1) to balance the development of globalization, so that it must continue to update the information that appears; (2) have a high ability to change themselves, both in terms of education and thinking; (3) competitiveness in facing the challenges of globalization so that guidance continues to be directed; and, (4) able to compete in a healthy way, because the location of MA Mambaul 'Ulum is flanked by several institutions with equal education. Second, management strategies are focused on implementation that are processed through several stages, namely: (1) observing the external and internal environment; (2) formulation / formulation of strategies through planning, organizing, mobilizing and supervising; (3) the implementation of the strategies processed in the superior learning: BHTQ, Bulughul Maram, and ICT); and, (4) evaluation and monitoring strategies, with evaluation of curriculum and resources. Third, the problematic aspects faced by MA Mambaul 'Ulum Foundation currently have three problems, namely: (1) Educators (teachers), some of whom neglected their responsibilities, duties, and roles as parents of students at school; (2) the integration of educational activities programs which are partly still personal, such as the BHTQ learning program (read memorize the Qur'an); and, (3) the level of student learning that has decreased due to factors of globalization and the increasingly sophisticated world of technology. Penelitian ini dilatarbelakangi sehubungan peningkatan kualitas pendidikan dalam satuan lembaga pendidikan. Hal itu disebabkan proses manajemen strategi yang secara kuantitas diiringi kekuatan pengelolaan yang maksimal sehingga lembaga mengalami pengembangan dan peningkatan. Penelitian ini dilakukan bertujuan untuk mengetahui tingkat mutu pendidikan di MA Yayasan Mambaul „Ulum, proses manajemen strategi yang dilakukan, serta problematika yang dihadapi dan solusi dalam mengatasi. Penelitian dilakukan dengan pendekatan kualitatif yang berlokasikan di MA Mambaul „Ulum Sumenep Madura. Terdapat dua sumber data dalam penelitian ini, yaitu dokumen dan narasumber (Kepala Sekolah, Komite Sekolah, guru, dan siswa). Teknik pengumpulan data menggunakan metode observasi, dokumentasi, dan wawancara. Keabsahan data dilakukan dengan teknik triangulasi sumber. Analisis data dengan menggunakan analisis model Miles dan Huberman, yaitu model interaktif melalui langkah-langkah; pengumpulan data; data reduction, data display, dan data verification. Hasil penelitian ini menunjukkan bahwa: pertama, alasan ditingkatkannya mutu pendidikan di MA Mambaul „Ulum yaitu: (1) untuk mengimbangi perkembangan globalisasi, sehingga harus terus memperbaharui informasi yang muncul; (2) memiliki kemampuan tinggi untuk merubah diri, baik dari aspek pendidikan dan daya pikir; (3) memiliki daya saing menghadapi tantangan globalisasi sehingga bimbingan terus diarahkan; dan, (4) mampu bersaing dengan cara sehat, karena letak MA Mambaul „Ulum diapit beberapa satuan lembaga yang pendidikannya setara. Kedua, manajemen strategi difokuskan dalam implementasi yang diproses melalui beberapa tahapan, yaitu: (1) pengamatan lingkungan eksternal dan internal; (2) formulasi/perumusan strategi melalui perencanaan, pengorganisasian, penggerakan, dan pengawasan; (3) implementasi strategi yang diproses dalam pembelajaran yang diunggulkan: BHTQ, Bulughul Maram, dan TIK); serta, (4) evaluasi dan monitoring strategi, dengan evaluasi kurikulum dan sumber daya. Ketiga, aspek problematika yang dihadapi MA Yayasan Mambaul „Ulum saat ini terdapat tiga permasalahan, yaitu: (1) Tenaga Pendidik (guru), yang sebagian guru mengabaikan tanggung jawab, tugas, serta perannya sebagai orang tua siswa di sekolah; (2) integrasi program kegiatan pendidikan yang sebagian masih personal, seperti program pembelajaran BHTQ (baca hafal tulis al-qur‟an); dan, (3) tingkat belajar siswa yang mengalami penurunan karena faktor globalisasi dan dunia teknologi yang semakin canggih. Kata Kunci: Manajemen Strategi, Peningkatan Mutu Pendidikan.
