Abstract

This evaluative research adopted the CIPP evaluation model developed by Stufflebeam. The four variables, context, input, process, and product, were measured in the form of context portfolio list, input portfolio list, process portfolio list, and the semester grade data (rapport card grades) of students from odd and even semester in the 2015/2016 school year, respectively. The results showed that: (1) the context variable of the implementation of the teacher performance assessment program on MAN Model Kota Jambi totaled 15 teachers with the provision of 13 teachers holding an undergraduate diploma and 2 teacher holding a master‟s degree certificate while in MAN 1 Sungai Penuh there were 11 teachers with a criterion of one person holding a D3 certificate diploma, 6 teachers with an undergraduate diploma, and 4 teachers with a master‟s degree certificate. (2) Input Variables in both schools received very good grades, with competency indicators that both recognizing the characteristics of students and the ability to design learning were at score 4 (75% -100%), in form of curriculum development, the mastery of learning theory, and the principles of learning. (3) Process Variables in both school showed very good grades, with indicators of the ability to design and carry out the learning process with the educational learning competency score of 4 (75 % -100%), while in the assessment and evaluation with the competency of the assessment and evaluation process and understanding and developing the potential was also at score 4 (75% -100%). (4) Product Variables in both school were very good, with indicators on the products about student learning achievement (rapport card) for even semester on MAN Model City Jambi achieved based on the minimum criteria of mastery learning. To get the final value used the formula Na = Nt + (2 x Nh) + Ns/4. CIPP results in the implementation of the Teacher Performance Assessment program in terms of Context, Input, Process, and Products showed a very good value. Thus, the practical implications were the activities existing in the assessment program in both schools related to the assessmentof the quality of Islamic education learning that needs to be refined in terms of context, input, process, and product in order to produce teachers who have a very good pedagogical competence to improve the quality of learning in both schools
