Abstract

This study aims to analyze whether there are differences in the financial performance of district / city governments in the Special Region of Yogyakarta (DIY) in 2013-2017. The variables used are the ratio of APBD effectiveness, APBD efficiency ratio, regional financial independence ratio, PAD growth ratio, degree of fiscal decentralization ratio and harmony ratio. Sampling in this study are the districts / cities in the Special Region of Yogyakarta (DIY). The data in this study are secondary data obtained from the Yogyakarta BPK. The analytical tool used to determine the differences in financial performance is using a different Independent Sample T-Test and Mann-Whitney test with SPSS test equipment. The results showed that if there were differences in the financial performance of the district / city government in DIY, it was seen from the independence ratio and harmony ratio. While there is no difference in the financial performance of the district / city government in DIY seen from the ratio of effectiveness of APBD, efficiency of APBD, ratio of PAD growth and degree of fiscal decentralization ratio. ( INDONESIA ) Penelitian ini bertujuan untuk menganalisis apakah terdapat perbedaan kinerja keuangan pemerintah kabupaten/kota di Daerah Istimewa Yogyakarta (DIY) tahun 2013-2017. Variabel yang digunakan yaitu rasio efektivitas APBD, rasio efisiensi APBD, rasio kemandirian keuangan daerah, rasio pertumbuhan PAD, rasio derajat desentralisasi fiskal dan rasio harmoni. Pengambilan sampel pada penelitian ini yaitu kabupaten/kota yang ada di Daerah Istimewa Yogyakarta (DIY). Data dalam penelitian ini yaitu data sekunder yang diperoleh dari BPK Yogyakarta. Alat analisis yang digunakan untuk mengetahui perbedaan kinerja keuangan yaitu menggunakan uji beda Independent Sample T-Test dan Mann-Whitney dengan alat uji SPSS. Hasil penelitian menunjukkan jika terdapat perbedaan kinerja keuangan pemerintah kabupaten/kota di DIY dilihat dari rasio kemandirian dan rasio harmoni. Sementara tidak terdapat perbedaan kinerja keuangan pemerintah kabupaten/kota di DIY dilihat dari rasio efektivitas APBD, efisiensi APBD, rasio pertumbuhan PAD dan rasio derajat desentralisasi fiskal.
