Abstract

The Memorandum of Understanding or MoU in Helsinky Finland has provided a new path towards democratization in Indonesia and Aceh in particular. The implementation of the MoU that gave birth to the konstitusional intern of govement Aceh was No.11 in 2006 and PP No. 20 of 2007 concerning Local Political Parties in Aceh. Local political parties are expected to be a good path for Aceh's transformation and transformation of GAM's political goals and opening up the widest possible democratic space in the political process so that it remains in the circle of the Republic of Indonesia. And also aims to accompany the active community in political participation. This research is very important because it looks at the history and dynamics of politics in Acehnese society. Aceh's local political parties initially only had one local party, the Aceh Party (PA), so that it increased to 6 local parties. Namely the Aceh Aman Sejahtera Party (PAAS), the Aceh Sovereignty Party (PDA), the Aceh Independent People's Voice Party (SIRA), the Aceh People's Party (PRA), the Aceh Party (PA) and the Aceh United Party (PBA). In 2009, the number of local parties in Aceh, 4 parties passed the verification by the KPU to compete in the general election. But in 2014, determined by the central KPU, only 3 parties passed to compete. 2018 parties that are determined by 4 parties will compete in 2019, increasing by 1 party. However, this study looks at what social capital has been carried out by PA in carrying out its duties as a political party in Aceh's democratization, specifically the perception of Kuta Lang-Lang villagers in Bambel sub-district, Southeast Aceh Regency of PA. PA social trust is very important, of course, to get support from the community to choose PA as a representation of the people of Aceh. The method in this research is qualitative research. It also can not be separated from the political fragmentation of the Acehnese people so far, also how the relationship of historicity affects politics in Aceh, such as the relationship between Darul Islam (DI), the Free Aceh Movement (GAM), the Aceh Party (PA) and Ulama in Aceh politics. In the findings of this study, the local political parties have not been able to show satisfactory performance for the people of Aceh. So it is not uncommon for the disappointment of Kuta Lang-Lang villagers towards PA. Also the findings in this study are several indicators that influence the reduction in the PA voter. First, internal PA conflict. Second, the politicization of Islamic law. Third, the political fragmentation of the people, and the skepticism of the people of Aceh towards the PA. And the next finding is Islamic law as a political utopia to get the legitimacy of power by the PA. Islamic Sharia is in fact considered social capital from PA policy products by the public. Even though GAM officials have some educational background, they do not know about Islamic Sharia, even if they have long lived in Europe. Seen at the beginning, the PA resisted RI, Islamic law was not part of the platform in GAM's struggle to become a local PA party. Until now the PA has made Islamic law as a social capital and political foundation to get its legitimacy in the people of Aceh. This means that the PA experiences a shift in orientation and also fails to understand the philosophy of the predecessors of Aceh, namely about the nationalism of Godliness and Indonesian.
