Abstract

Child Social Welfare Institutions (Lembaga Kesejahteraan Sosial Anak, LKSA), previously known as orphanages, until now have not yet fully become an alternative place of last nurturing for children in accordance with Social Ministry Regulation 30/HUK/2011 on National Childcare Standards for Child Social Welfare Institutions. Many LKSA tend to function more as only an education access provider for children that come from families of low-socio economic status. Additionally, many LKSA lack commitment, professionalism, and high integrity in carrying out their role in the management process or the nurturing of children. Tasikmalaya is known as a ‘santri’ or Islamic city because of its many Islamic boarding schools (pesantren), and as a result, there is still a paradigm that LKSA are the same as pesantren, which tend to have an authoritarian approach to care, emphasizing coaching and not focusing on other aspects of care. The government with various approaches wants to prevent the bad things that might occur towards children that live in LKSA, including issuing accreditation policy that forms a process and results in assessing, determining quality, and service feasibility of the LKSA. Therefore, the formulation of the problem in this research is what has the dynamic been in the field of the process of implementation of the accreditation at LKSA Artanita Al-Khoeriyah Tasikmalaya City that received a score of B from the Social Welfare Institute Accreditation Body (Badan Akreditasi Lembaga Kesejahteraan Sosial, BALKS) Indonesian Republic Social Ministry, and what impact has this had on this LKSA. The method used in this research is qualitative description with a case study approach. The aim of this thesis is to understand the dynamic in the field since the accreditation process began and to gain a general picture of the process of accreditation implementation, implementation of the care service program, implementation of care services, implementation of organization and management, availability of facilities and infrastructure, availability of human resources, result of the care services and the accreditation result particularly for LKSA Artanita Al-Khoeriyah Tasikmalaya City. This research found that the accreditation process at LKSA Artanita Al-Khoeriyah had four stages, starting from 1) Preparation stage; 2) Visitation stage; 3) Validation stage; and 4) Awarding of certification stage. The assessment results for the 6 accreditation assessment standards for LKSA Artanita Al-Khoeriyah are described in this writing. A positive affect of the accreditation has been the increase in concern among the leadership of LKSA Artanita Al- Khoeriyah towards fulfilling the rights of children living at the institute, that is the right to live, the right to growth and development, the right to protection, and the right to have their opinion heard (participation).
