Abstract

The village is the smallest legal community unit that has been recognized by the state as stated in Article 18B paragraph (2) of the 1945 Constitution of the Republic of Indonesia. As a follow-up, the state ratified Law Number 6 of 2014 concerning Villages as a form of state recognition. towards the village to clarify the function and authority of the village, as well as strengthen the position of the village and village community as the subject of development. In line with that, villages are also given special funds that come from the state budget, namely the Village Fund. Village funds, which have a large nominal value, of course must be managed transparently so that they are right on target and produce quality development and prevent fraud. Transparency is one of the aspects that must be present in government administration as an element of realizing good governance. However, the lack of information and outreach from the Village Government of Kampung Baru to the community created uncertainty in information, so that the community assumed that each village received funds of IDR 1,000,000,000.00 (one billion rupiah). Based on the above problems, the following questions arise: first, Has the Village Government of Kampung Baru manifested transparency in the management of Village Funds? Second, what are the efforts of the Village Government of Kampung Baru to achieve transparency in the management of Village Funds to the community? This type of research used by the compilers is field research. The approach used is juridical-empirical, which focuses on the application of regulations by the village government and the realities that occur in the community. The analytical method used is descriptive analytic. Data collection methods used were interviews, observation and documentation. Compilers use the results of interviews and observations as primary materials, as well as related laws and regulations. Compilers use literature in the form of books, journals and other scientific works. The results showed that the Village Government of Kampung Baru had not realized transparency in the management of village funds because it had not provided open access to information to the public. In addition, the Village Government and BPD do not yet have a special forum for the community to discuss joint management of village funds. The extent of the village area and the lack of information media are the main obstacles for the Village Government in realizing transparency in the management of village funds, so that the Village Government seeks to build information media and expand the village area in the hope that development can run more effectively and can become a way to realize good governance.
