Abstract

This research aims to finding the implementation of GLS program and the supporting and inhibiting factors program at SD Negeri Golo Yogyakarta. This research used descriptive qualitative method. Research data was collected through observation, interviews and documentation. Data analysis in this research used the theory of Matthew B. Miles & A. Michael Huberman, namely data reduction, data presentation and verification. The findings of this research are that the implementation program at SD Negeri Golo Yogyakarta has been carried out starting from 2013/2014 under the name of pembiasaan membaca. However, in 2016 it was replaced with GLS in accordance with government regulations. The form of literacy activities carried out is divided into 2 categories, namely (a) routine activities consisting of 15 minutes of reading, user education, library visits, kamis pahingan, mini librarians, giving awards, literacy exhibitions and writing training. (b) Incidental activities consisting of clippings, wall magazine, story telling and literacy competitions. There are 4 things that influence the implementation, namely (a) From Environmental aspect, SD Negeri Golo is good enough. (b) Inter-organizational relationship in this school in collaboration with BPAD DIY, Yogyakarta City Library and other schools. (c) Resources, headmaster provides direction for what activities are carried out, librarian as the implementor of the school join in ATPUSI DIY, teachers are joining of the school literacy team. (d) The characteristics implementing agencies in this school is librarian as implementor institution provide innovation in literacy activities to progress, had an enough budget for carrying out various existing activities. Where the budget comes from BOS funds and donations. There are supporting and inhibiting factors in program implementation, namely (a) Supporting factors with the support from school members, student guardians, active role of librarians, facilities and support from outside parties. (b) Inhibiting factors, namely the limited time for carrying out activities, teachers who have not played an active role and difficulties in finding sponsors. Based on the result suggestions for the school is to make teachers more active in GLS activities, make a schedule activities and be able to work with third parties as sponsors.
