Abstract

This research is based on the problem of education services in Bengalon District, to overcome this the government has entered into partnerships with the private sector or implemented the concept of public private partnership (PPP), namely by implementing the CSR program of PT. Kaltim Prima Coal (PT. KPC). The government is less able to provide educational services to the people of Bengalon District. It can be seen from the area between villages in Bengalon Subdistrict which are too far from the center of government and the locations of junior and senior high schools in Bengalon Subdistrict which only exist in villages in the center of government. The research objective was to describe and analyze the implementation, supporting and inhibiting factors and the Implications of Corporate Social Responsibility Programs in the Education Sector in the perspective of the Public Private Partnership between the Government of East Kutai Regency and PT. Kaltim Prima Coal In Bengalon District The type of research conducted by researchers is descriptive qualitative research, the approach used in this research is a case study. Data collection techniques are carried out through observation, interviews, and documentation. The data were analyzed using the following steps: reading the entire transcript in general, then compiling it to retrieve specific messages, and then grouping them based on the sequence of events, categories and typologies. The results of the study show that: First, the implementation of the CSR program refers to Crowther and Aras, namely accountability , transparency and sustainability, which have been carried out well, seen from the implementation of CSR in Bengalon District. In the implementation of the PPP perspective which refers to Yescombe, PPP is successfully implemented when it includes three points, namely contracts, design and finance and in the implementation of CSR in the education sector in Bengalon District, the three points referring to Yescombe have all been implemented by CSR program implementers. So it can be concluded that the implementation of CSR programs in the field of education in the PPP perspective by the Regional Government of Kab. East Kutai and PT. KPC in Bengalon District. In conclusion, in the contract between the government and PT. KPC is included in the service contract. then the design in the implementation of the CSR program which refers to Savas is included in the fourth model, namely the contract and financial model which includes the three benchmarks for the success of the CSR program based on Crowther and Aras namely accountability , transparency and sustainability . Two supporting factors: very informative government and KPC, strong commitment to empowering the community and the role of the sub-district as a good intermediary. Inhibiting factors: long disbursement of funds, villages reporting late and lack of community participation in meetings and gatherings. The three implications of the CSR program are scholarships for undergraduate, masters and doctoral degrees. One year training for school principals and teachers as well as vocational training for vocational and infrastructure students.
