The presence of this technology also has been able to integrate various kinds of media into a single model of learning. Multimedia-based learning is a kind of learnings that can connect the conventional media to be integrated into a single type of media interactive, attractive, efficient, flexible and educative. This research uses Hierarchy Plus Input Process Output (HIPO) method. HIPO is a method that is used as a design and technique for the of documentation on the system development cycle. This method is designed to describe a multilevel structure in order to understand the functions of the modules of a system. The development of system is conducted with Adobe Flash CS5, Adobe Photoshop CS5, Adobe Audition 3.0 softwares. This system can show English interactive learning for the children using two languages, they are English and Bahasa Indonesia. The system is capable to show the form of text, images, sound, animation, and video. The interface between user and system using Grafic User Interface (GUI). The system is intended for second class elementary.
