In this research using the McCall's quality theory. This test focused on product operations, because it covers the aspects of quality software for general users of the system. This research shows that the Opengov Paperless Government Collaboration Suite application, which is owned by Purbalingga government, according to the theory of McCall's quality software it has good quality at Correctness factor with the percentage at 95.72%, This states that the system has high level of system correctness. In this system also has lowest value at Efficiency factor with the percentage at 58.07%, with these results that states this system has a low level of system efficiency.
