%X Governance need to follow the progress of modernization and advanced  technology of information and communication. The change from conventional to  digitalization system allows the development of public administration are now  facilitated by the application. Are Opengov Paperless Government Collaboration  Suite application, which is owned by Purbalingga government has good quality  software based on McCall's quality theory?  In this research using the McCall's quality theory. This test focused on  product operations, because it covers the aspects of quality software for general  users of the system.  This research shows that the Opengov Paperless Government  Collaboration Suite application, which is owned by Purbalingga government,  according to the theory of McCall's quality software it has good quality at  Correctness factor with the percentage at 95.72%, This states that the system has  high level of system correctness. In this system also has lowest value at Efficiency  factor with the percentage at 58.07%, with these results that states this system has  a low level of system efficiency. Whereas for other factors has following results:  Reliability factor at 69.40%, Integrity factor at 87.70%, and Usability factor at  82.42%.
