They are not only as cadres for body counselor, providing supplement of foods and some services of family planning in static manner. They have been as the pioners and agents of change at local level, through Posyandu. Posyandu has established as the oasis within poverty and unbalanced developments in Eastern Indonesia, bringing the Posyandu to closer around the citizens to deliver the real public services in health, economy, gender and poverty reduction. This case study on the woman cadres of Posyandu in Baubau and some districts in Eastern Indonesia is using the perspective of sustainable livelihood (SL). This perspective becomes an alternative of thinking in an effort to ponder the phenomenon of poverty. Poverty is no longer seen solely from the aspect of the problem and the needs of residents or households, but it is high time to understand poverty from the aspect of availability of assets, control over assets available (access) and the utilization of them (livelihood strategies) to make real transformation and sustainability. Based on the SL perspective, such movement is a sort of struggle to access the assets available in their surroundings, as their strategy of livelihood in the sector of education, health, economic, and politics. These sectors can be as the way out of poverty snare. Natural assets (N) in Baubau, is in the form of medicinal plants gardens, utilized by erudite and skilled cadres of PKP (H), under the organization of Posyandu (S, P), in the Posyandu office (F), are proven capable to pioneer the activities of productive economy that produce some non-chemical and free (F). the control over hexagon assets (N, F, H, S, F, P) done by the women posyandu in the district of Kupang , Lombok Barat, Bima, Timor Tengah Selatan, Muna and Buton, has also inspired other districts, in terms of allocating local budget (APBD), as well as budget movements form within (jimpitan, donations, the sales of traditional medicines) to awaken Posyandu. The Posyandu has become the arena of alternative governance at local, to developed further into the agency in accessing the sources of livelihood for the PKP and the public.
