Social policy is believed to be one of the best strategies in combating trafficking in women and children. This paper will examine the lesson learnt in advocating victims of children and women trafficking in Banyuwangi District since the district has successfully issued the local legislation number 1/2011 on combating trafficking in women and children. The local legislation regulates comprehensive direct services to the victims of trafficking covering social rehabilitation and reintegration. The advocacy was initiated by some non-government organizations by inviting participation of all stakeholders from government, police, mass organization, universities, mass media and trade union. Those stakeholders are then set as implementer of the local legislation due to the fact that combating trafficking need participation from all stakeholders.
