TY - JOUR ID - digilib13926 UR - https://digilib.uin-suka.ac.id/id/eprint/13926/ A1 - RO?FAH, ANDAYANI, DAN SUPARTINI, - Y1 - 2012/12/02/ N2 - Abstract This paper is based on a research prepared for the Yogyakarta?s Provincial Bill on the Rights of People with Disabilities , known as UU no 12, 2012. Data from the field revealed that the rights of people with disabilities to access education, employment, health and other social rights have not been achieved. This can be seen from the low participation of people with disabilities in basic and secondary education. From the employment sector, participants reported that the affirmative regulation, known as 1 % policy, is not well implemented. In sum, the innaccesibility of public services serve as significant barriers for the fulfillment of the rights of person with disabilities in the province. Based on such circumstances, there is a need for provincial government to issue a specific legislation aimed to secure the rights of person with disabilities. We argue that the proposed legislation should adopt an inclusive principle, where disability issues are integrated in all government programs. Another principle need to be integrated in the legislation is accessibility, as it is the key for equal participation of people with disabilities in social, economic and political domains.
