In the legal foundation underlying what condition that should be achieved, spiritual aspect is stated explicitly together with two other aspects: material and social. However, in a number of regulations and directions regarding social welfare, this aspect disappears and is invaded by the others under the label of biopsychosocial model. In result, mental or psychological dimension is likely to replace it. Besides, the understanding of this entity on the level of policy interpretation is still ambiguous. Such ambiguity then has the impact to the unclarity of this aspect in implementation and various contexts of social welfare services. The policy of social welfare in this country seems to adopt the concept of person-in-environment, which has been the primary practice foundation and the special characteristic of social work for a long time. Adopting such concept using ecosystem perspective can fall in the dualistic view of body and soul, and its consequence can reduce the totality of human being. Within this dualism metaphysics, the term soul may refer to either mental or spiritual. Moreover, spiritual aspect is frequently spoken in relation to religion, so it creates an impression that both are the same. In fact, since years ago social work has been pretended to use a holistic approach like biopsychosocial spiritual-religious model. Therefore, it would be better if spiritual aspect as stated in law is connected to the meaning of ruhaniah or spirituality, especially in the context of helping profession.
