Disaster management is not gender-neutral so the treatment should consider the interests of different gender. This can be reinforced through gender mainstreaming in all related policies, institutions and programs, from local to national levels, which is intended to address the root cause of gender-based vulnerabilities, as well as to ensure gender analysis and use of data disaggregated by sex to determine target resources and provide a fair and equitable benefits towards the rights and capacities of men and women. Integration of gender in disaster risk reduction program will reduce vulnerabilities and increase the capacity of men and women as the subject of disaster management in development.
