description: One of causes for society’s walfare low level is being of imbalance  between the number of population growth with economic growth and health.  As government agency working in demography charge, BKKBN (National  Family Planning Coordinations Board) has big role to control the level of  population growth in Indonesia through KB (The Family Planning Program)  In Special Region of Yogyakarta (DIY), especially in Wonokromo  Village, Pleret, Bantul, Yogyakarta, implementation of KB program didn’t  escape from big role of ulama as islamic society leaders. That fact occurred  because most of people still didn’t accept KB Program which pretended to be  contrary with The Islamic teachings. Therefore, Ulama took big role in  changing of society’s view about KB to positive direction in Islamic  teachings context.  Related with the background of problem above, the researcher was  interested to take a reseach with tittle “The Role of ulama through Two Step  Flow Communication in The Family Planning Program (Descriptive  Qualitative Study of BKKBN Program in Pondok Pesantren Al-Mahalli  Brajan, Wonokromo, Pleret, Bantul, Yogyakarta)". This research used  descriptive qualitative Method with Two Step Flow Communication theory:  The first step is Interpersonal Communications Theory and the second step is  Social Communication Theory.  The result of research is Ulama took a big role as gatekeeper in first  step communication process with BKKBN DIY and then had big role as  opinion leader in communication process in second step. Ulama took role in  interpreting and communicating The Family Planning Program, appropriate  with islamic teachings view point, so that people could accept that program  and to be implemented.
