This research is the development of the procedural model. Development procedures in this study refers to the procedure of research and development by Thiagarajan and Semmel te name is four-D models. Four-D models are limited to stages develop. The development steps are: (1) defining phase (define) which consists of needs analysis, materials analysis, determination of learning resources, (2) design phase (design) which consists of the selection of the format, the study of literature material, the initial design of the module, and the product , (3) stage of development (develop) consisting of validation and revision, a small-scale field trials and revisions products, large-scale field trials and the final product. The research instrument in the form of sheet module validation, assessment scale, and the scale of the response learners. Quality assessment module and student responses using a Likert scale 4 scale. This research has resulted in a pop-up book based module on the material optical instruments for deaf students class VIII with very good quality material by experts, media specialists and teachers of physics and has met the quality element module (format, organization, attractiveness, size of letters, blank spaces, and consistency) as well as the characteristics of a good module (self-instruction, selfcontained, adaptive, and user friendly). Students strongly agreed to the modules that have been developed.
