To face the challenges, smart and tough national and regional leaders are unquestionably required. Leadership is the process of moving people or society to pursue particular objective. The Leadership that applies Islamic principles as was once implemented by The Prophet Muhammad saw is considered as the best alternative to solve all governmental problems and development. On the other hand, to conduct modern good governance is accordingly recommended. The government needs to be smart and should be able to translate the society?s needs into public policies, creative and innovative operational steps to pursue society?s prosperity. This research is aimed: (1) to learn the implementation of Islamic leadership in the traditional leadership in Gorontalo; (2) to learn the implementation of Islamic leadership in then government of Gorontalo Province; and (3) to learn the implementation of Islamic leadership on the performance of the government and development in Gorontalo Province. In addition, the approaches that are employed to meet the research goals are implementation in the era of Gorontalo Kingdom and in the later era after Gorontalo was legally accepted as a Province on February 16, 2001; (2) Public Opinion Survey was conducted to reveal the society?s opinion on the Islamic leadership implementation in the government and development of Gorontalo Province; and (3) Quantitative approach is applied to reveal the implementation form of the Islamic leadership and its impact on the effective performance of development. This research shows several findings. First, leadership hints that apply Islamic principles were recorded in the political leadership since Kingdom era to the regional autonomy era in Gorontalo. The Islamic leadership could be clearly seen in leader election in which several criteria qualification had to be possessed by a leader. The criteria qualifications implicitly adopt the Islamic leadership qualification such as: trustworthy (amanah), honest (sidiq), intelligent (fathonah), and deliver message (tablig). The Implementation of Islamic leadership in the government of Gorontalo Province tends to be inclusive, not exclusive. In electing a leader, citizens subconsciously implement Islamic leadership criteria. Yhe characteristic of Islamic leadership could be reflected from the policy decision, regulations and development programs that are based on justice, trustworthy, faith, piety, quality, and prosperity of citizens. Islamic leadership in the regional government becomes the spirit to adopt new public management and the implementation of good governance. Third, the real evidence of Islamic leadership implementation in the regional government reflected on the development of citizen?s integrity as shown in the economic and social development. The government performance and development of Gorontalo Province in 2002-2006 periods succeeded in improving the fields of politics, economics, security, law enforcement, business job opportunity, infrastructure development, public services, health service, and educations facilities.
