This research is R&D research with procedural model that adapting the research procedure of development by Borg and Gall, that are (1)preliminary studies, (2) planning of research, (3) the development of design, (4) preliminary field test, (5) preliminary field test revision, (6) main field test, (7) main field test revision, (8) operational field test, (9) operational field test revision, and (10) dissemination and implementation. This research was done until the 7th stage, that is main field test revision. The research?s instrument form of sheet quality assessment tool practicum of thermodynamic based problem based learning for material experts, media experts, and teachers of physics SMA/MA using a Likert?s scale was made in the form of a checklist. Instrument for student in the form scale response of student using a Likert?s scale was made in the form of a checklist. Enforceability?s instrument in the form of description enforceability tool practicum during testing the products to student. The data assessment converted into a mean score is then compared with the classification table of qualitative criteria assessment product and student response. Results of research has been developed form of tool practicum of thermodynamic based problem based learning for student SMA/MA grade XI based on the characteristics of Problem Based Learning. Quality tool practicum of thermodynamic developed according to assessment of material expert, media expert, and teachers Physics SMA/MA is very good (SB). The response of student to the tool practicum of thermodynamic on product testing is agree (SS), while a obstacle enforceability of tool practicum that the teamwork, experiment zero law of thermodynamic, practicum?s circuit, and observation time. These results indicate that the develop tool practicum of thermodynamic can be used as a medium learning for students SMA/MA grade XI.
