This study includes several stages such as characterization of instruments, measuring capacitance in a static medium and observation of prefrontal cortex area of the brain using Brain ECVT. The results showed that the level of accuracy of the instrument based on the measurement of air and water medium is 99.12\%. The precision of measurement in the air and water medium, are 99.61\% and 99.23\%, respectively. Measurements on the static medium indicate that the sensor of 32 electrodes Brain ECVT was capable of measuring differences in capacitance to the medium, such as alcohol, glycerin and TiO2. Further observation in the prefrontal cortex area of the brain using Brain ECVT in elderly subjects as the test subject and the adult subjects as the control subjects. From the result of the recording was obtained signal and image data of the brain. The signal data was analyzed using statistical Kolmogorov-Smirnov test (k-s test) to see if there was a significant difference between the signals of the brain in elderly subjects and the adult subjects. While the image data was analyzed using three methods, namely Spatial Image Error (SIE), Distribution error (DE), and Correlation Coefficient (CC). Results of the analysis showed significant differences between elderly subjects and adult subjects both based on the measurable signal and the image of the brain. The differences in capacitance measured by ECVT illustrates the differences in the brain permittivity distribution. This difference occurs in the elderly due to undergo a process of degeneration of nerve cells (neurons) due to aging factors.} }
