The goals of national education in Indonesia is to create good generation who are smart and morally good. In this paper, learning environment includes physical and non-physical learning environment. The aim of this paper is to describe which learning environment is suitable for implementing the integrative-thematic approach in inclusion class in Elementary School/Islamic Elementary School. For this reason, there will be a discussion about the theories of learning, they are behaviourism, cognitivism, and constructivism. Each of these theories of learning has been responded in the creations of different learning environment.
