This research was conducted using qualitative method with literature study. The rapprochement used was hermeneutic approach with Tafsir al- Azhar by HAMKA as the primary data source. The collecting data method and technique used was literature study with taking note and documentation technique. The analysis of data that was done in this research was content analysis which method were: understanding the whole structure of Tafsir al –Azhar, identifying the verses in the Lafaz Qara‘a used the book of al-Mu‘jam al Muhrafaz li al-Faad al Qur‘an al-Kariim as the guide, and analyzing the verses in Qara‘a one by one. The validity test of the data was done by perseverance improvement and member check, also doing assurance test by auditing. Based on this research, it was able to be elaborated that there were 16 verses in al- Qur‘an which were containing Lafaz Qara‘a. HAMKA simply interpreted those verses so that it was able to be understood by people. Reading, according to HAMKA, was done step by step by listening, recognizing sounds, imitating, reading texts, knowing the content and taking note. After that, reading was able to be done repeatedly with or without texts. The concept of reading used those steps was able to be one of the development to reading interest in library. The concept of reading according to HAMKA was relevant with information, and the cultural function of the library. The verses of al-Qur‘an attached in Lafaz Qara‘a were able to be made as the basic of reading learning and teaching. %Z Dr. Tafrikhuddin, S.Ag., M.Pd.,
