Tempo is the only one media from Indonesia which joined in the investigation. Well-known as a media which respect the integrity, Tempo choose a different perspective than other media in constructing these affair. This research observes how the construction of Tempo in case of involvement of official state?s in Panama Papers scandal. This research done by using framing analysis method by Pan Kosicki in Tempo Magazine edition of 25th April - 1st May 2016. The theory used in this research is a social reality construction theory. The result shows that construction of Tempo Magazine in case of involvement of state official in Panama Papers scandal is; Tempo constructe a reality that Luhut Binsar Pandjaitan is an state official guilty named in the Panama Papers document. Luhut and the other public officials constructed that they were evasive the allegations. The inclusion of a legal basis in the form of legislation contains message that state officials which the name noted in Panama papers document has committed an offense in the form of tax irregulation. Construction built by Tempo in Panama Papers reporting scandals involving state officials are more provocation. This news tried to lead the audience to not accept government policies that seem silent in response to the case. The message of Panama Papers don?t provide adequate portion of the fundamental things about the practice of the establishment of offshore companies. There are things that are not covered by Tempo, such as where that can be done, which doesn?t violate the law, which is classified as a violation of law, why it was done, how and by whom. So that the public can make a guess if they are named in Panama Papers guilty or at least they have bad intentions. Keywords : panama papers, framing analysis, social reality construction, media} }
