N2  - This research aims to determine the case of delay in return of collection and the impact on the circulation service in Dinas Perpustakaan dan Kearsipan Kabupaten Magelang. The research method used is qualitative descriptive method. Data collection techniques use source triangulation, technique triangulation and time triangulation. The informants used in this research are divided into two categories, namely the main informant as many as 5 people and the additional informant is four people. Test data validity using triangulation and membercheck. Data analysis using Miles and Huberman theory, that is data reduction, data display and conclusion or drawing. The results of this study concluded that the delay in returning the collection which occurred in Dinas Perpustakaan dan Kearsipan Kabupaten Magelang caused by external factors (from users) and internal factors (library conditions). However, both of these factors are most influential on the occurrence of this case are internal factors, such as the lack of control over the circulation of books because there is no detection delay return collection, the reserve collections that escape from supervision because it is not regulated properly, and so borrowed. Frequent human error makes the lending system unsuccessful to act as a control or circulation control system. Lack of billing activity intensity due to the lack of human resources and the number of administrative tasks, so collection billing is underestimated. These are the reasons why for the past decade, the case has not been solved. The impact is that the circulation service is not running smoothly because the collection is not spinning properly and the library collection is reduced. So as to affect the imperfection of other users' information needs. Some things still need to be addressed and become the attention by Dinas Perpustakaan dan Kearsipan Kabupaten Magelang, especially in relation to the problem of delay in returning the collection.
