N2  - There was the high number of GOLPUT (Golongan Putih) at general election of Bantul in 2010, it has made General Election Commission or Komisi Pemilihan Umum (KPU)to try improving people?s participation. Hopefully, at general election in 2015, the number of GOLPUT (Golongan Putih) could decrease. At general election in 2010, there was 182.422 people who did not use their right to vote. Seeing its phenomenon, General Election Commission of Bantul tried to decrease the number of GOLPUT at general election in 2015. This research finds out the communication strategy which has been done by General Election Commission of Bantul to decrease the number of GOLPUT at general election in 2015. A researcher uses communication theory, communication strategy theory, and qualitative descriptive study method with observation and interview as the ways of collecting data. The results of this research shows that the number of GOLPUT decreased about 1.58% or 35.913 people from 2010. Bantul has been an area with the lowest number of GOLPUT which was 24.73% if it is compared with other areas at Yogyakarta that they held general election in 2015; Sleman with the percentage of GOLPUT 27.77% and Gunung Kidul with the percentage of GOLPUT 29.91%. Communication strategy of General Election Commission at Bantul to decrease the number of GOLPUT at general election in 2015 has done with using the components of communication strategy, such as: identifying communication target, choosing communication media, assessing the objectives of the messages, and the role of communicator in communicating.
