This topic is chosen depends on the condition of tourism in Banjarnegara which is underdeveloped although Banjarengara has many potencies in tourism. This condition makes government and social environment motivated to develop the tourism through cultural event celebration. Dieng Culture Festival and Gumelem Ethnic Carnival become successfully cultural events to develop tourism in Banjarnegara. This research explains about the application of function and characteristic of event in Dieng Culture Festival and Gumelem Ethnic Carnival in Banjarnegara as a part of Marketing Public Relations. The method that used in this research is qualitative approach with deep interview and documentation. The application of function and characteristic of cultural event in Banjarnegara is obtained from the statement that delivered by informant in the interview. Researcher is collaborated the function of event, the characteristic of event, and sapta pesona in tourism.
