abstract: Masterplan "Serut Hijau 2030" is a development planning of Dusun Serut,
initiated by Pak Toba and compiled with Housing Resource Center (HRC), with
participatory method, Pak Toba together with HRC try to involve the community
in the process of development of Dusun Serut. Therefore, the appropriate
communication strategy is needed so that citizens are able to receive and
participate in the process of preparing the masterplan "Serut Hijau 2030".
This study aims to determine the communication strategy that has been
done by Pak Toba together with HRC to the community in the process of
development planning of Dusun Serut area of Desa Palbapang, Kecamatan
Bantul, Kabupaten Bantul of Daerah Istimewa Yogyakarta, using qualitative
descriptive method, with data collection techniques such as interview,
observation, and documentation. The subject of this research is Pak Toba with
HRC, while the object of the research is a regional planning arranged in
Masterplan Serut Hijau 2030.
This research reveals that the communication that happened between
Kepala Dusun and HRC to society in the planning of Dusun Serut area using
communication strategy which have purpose and component in communication
process.
