According to the previous election from 2006 to 2011 in Umbulharjo district of which a high percentage of abstain, the Election Commision of Yogyakarta city had successfully elevated the participation percentage in the year of 2017 higher than the expectation in which previously had a target only at around 67,5 % This research uses a descriptive qualitative method in collecting the primary and secondary data in terms of capturing in what way the theory of strategic communication fits in the field. To collect the field data, this research uses interviews, observations, documentations, and literature research. The result shows that how the strategic communication used by the Election Commission of Yogyakarta city had successfully elevated the participation percentage in the regional election in 2017 to be 70.9 % in general of Yogyakarta city and at 72,5 % in the regional of Umbulharjo respectively.
