In order to improve the quality of citizen?s health, there needs to be public policy action by the government, especially with the right decision making. Community needs affordable and quality health service in Banyuwangi Regency, East Java Province, Indonesia which is the underlying issue of this research. Banyuwangi Public Health Services Assurance Program (JPKMB Program) is the answer to these problems, where the program offers free primary health service without charge for the community. The objectives of this research are to find out, describe and analyze how is the decision making of the JPKMB Program to achieve health security in Banyuwangi Regency. In this research, qualitative research methods and descriptive approach are used, where data is collected through interviews, observation and from related text or document. The main finding is that in the decision making of the JPKMB Program, the decision maker claims that they have done in-depth consideration and analysis using the rational approach model. But the facts on the research suggests that decision makers tend to use an incremental approach model, where they make decisions quickly because it is affected by various limitations. This is due to health issues being politicized in terms for political campaigning purposes by one of the candidates who was competing in the local general elections of Banyuwangi Regency. Consequently after the candidate has been elected, the candidates should run the free health service program immediately, no matter what way. This then makes the decision making of the JPKMB Program is not going through a mature process. Decision making of the JPKMB Program should be transparent and conducted with careful analysis, so that deviations can be avoided and health security can be achieved.} }
