However, with differences in some aspects such as per capita GRDP, investment, agglomeration rate, and HDI level will be the cause of regional inequality. This study aims to analyze what factors affect the inequality of development in regency and cities in strategic areas KEDUNGSAPUR (Kendal Regency, Demak Regency, Semarang Regency (Ungaran), Semarang City, Salatiga City, Grobogan Regency (Purwodadi)) in 2010-2016. This research is quantitative research, with secondary data in the form of time series 2010-2016 and cross section 5 districts and cities. The analytical method used in this study used the regression of fixed effect model analysis panel data with the help of Eviews program 8. Simultaneously, per capita GRDP, investment, agglomeration, and HDI have significant effect on development inequality. Partially PDRB per capita variables have a negative and significant impact on inequality, while investment has a negative effect is not significant on inequality. Meanwhile, Aglomerasi and IPM have positive and significant impact on development inequality. Kuznet hypothesis applies to this region.
