Zakat institutions work to achieve a broader goal, not only forming the basis of current social security, but also bring other benefits to society. Amil Zakat Agency of Ngawi Regency, for example, in responding to the widespread of loan sharks spread in Ngawi District, comes with its program, making infak as a program to reduce the dependency of the community on loan sharks. Based on that, the researcher is interested to examine how the policy of BAZNAS Ngawi district through infak as the program of reducing the dependency of society on loan sharks and how effectivity of infak as the program of reducing the dependency of society on moneylender in BAZNAS of Ngawi Regency viewed from the sociology of Islamic law. This study includes field research that aims to determine the effectiveness of infak as a program of reducing the dependence of the community on moneylenders with the sociological theory of Islamic law. So this research is descriptive-analytic, that is describe and analyze the effectiveness of program implementation of BAZNAS Ngawi in reducing moneylender practice in community through data, sample, result of interview to then make a conclusion that apply. Based on the result of the research, it can be concluded that the policy of BAZNAS of Ngawi Regency through infak as a program of reducing the dependency of society on loan shark using strategy that is by giving interest-free loan, unsecured, and without deductions, in installments with maximum time limit of 10 months. Further BAZNAS policy is to create models by forming groups. To see if the effectiveness of the community returned to loan sharks after obtaining the BAZNAS loan, in terms of Islamic legal sociology, uses several indicators. First, the rational choice, people choose the loan BAZNAS instead of choosing moneylender services. second, the social action of Max Weber, society in its actions belongs to the typology of instrumental rationality and value rationality. In the sociological review of Islamic law, including into the influence of Islamic law on the change of society. Of the 53% of people receiving BAZNAS program to pay loan sharks, 28.4% of respondents said they were trying to remove moneylenders. That means there is already influence, but not maximized. The 28.4% response indicates that all strategies and models offered by BAZNAS are less effective in reducing the dependency of the community on loan sharks because the lent money is inadequate and the lack of BAZNAS preaching teams that provide community coaching regularly %Z ABDUL MUGHITS, S.Ag., M.Ag.
