abstract: This study aims to 1) Know the development of SSP to improve HOTS learning outcomes in fourth grade students of MI. 2) Knowing the feasibility of SSP to improve HOTS learning outcomes for MI fourth grade students. The research method used in this study is the Research and Development (R &
D) approach developed by Borg & Gall, namely conducting preliminary studies, planning, preparation of SSP drafts and validation, limited testing, and product revisions. The subjects in this study were students of class IV MIN 2 Kulon Progo with 23 students. The development of learning devices is done by validating linguists, material experts, and instrument experts. Qualitative data obtained in the form of quantitative data are then processed and converted into qualitative data. The score obtained is converted into a qualitative level of product feasibility. The product developed was then tested to find out the increase in learning outcomes of Higher Order Thinking Skills (HOTS). The results showed that 1) The development of thematic Subject Specific Pedagogy (SSP) starts from the preliminary study, planning, preparation of the SSP draft and SSP validation that was consulted to the supervisor until it was declared
good, then validated to linguists, material experts, and instrument experts. The next stage of the product was revised and tested at MIN 2 Kulon Progo. The final stage is revising the product as the end of thematic subject product development Pedagogy (SSP). 2) The quality of the feasibility of learning products thematic Subject Specific Pedagogy (SSP) is based on the results of the validation of linguists, material experts, and instrument experts. The results of the validation of linguists get a score of 3.50
with a very good category. The material expert validation score is 3.30 and is in the very good category. Instrument validation results showed a value of 3.27 with a very good category. Learning outcomes of students also increased from 57.17 to 80.87. The results of the validation of the three experts indicate that the thematic subject matter specific pedagogy (SSP) product is indeed worthy of being used to improve student learning outcomes.
