Many parents actually inhibit the development of independent children's character. Street children are a form of child social function deviations as a result of the decline in children's morality. Madrasah and halfway house as institutions that protect children's rights recognize the importance of independent character education from an early age. This study discusses how independent character education and how similarities and differences in independence of MI Baiquniyyah students and foster child by RSBD. This type of research is qualitative research with the object of independent character education research as well as similarities and differences in children's independence in MI Baiquniyyah and RSBD. Data collection techniques through observation, interviews and documentation. While the validity of the data was tested through triangulation of techniques and sources. The data analysis technique with data reduction, data presentation and conclusion. The results showed that: First independent character education: (1) MI Baiquniyyah students through: Habit of managing the distribution of snacks and lunch; Habit of taking care of prayer needs; Independence education in the learning process; Reward and Punishment as a control of independence; Happy Saturday as a form of independent character development; PPA Baiquniyyah santri routines. (2) Foster child by RSBD through: Training/Extension of independence; Counseling as an independent control; Do natural activities; Eroding the social stigma against anjal; Restore family functions; Restore the daily routine of anjal; RSBD inspires through songkok and sablon efforts. Both similarities and differences in independence of MI Baiquniyyah students and foster child by RSBD (1) Emotional independence of low-class non-islamic boarding school and foster child type children on the street still depends on parents, while upper-class students and foster child type children of the street emotional independence are good; (2) The intellectual independence of students in grades 1 and 2 and foster child type children of the street is still low, while students in grades 1 and 2 of non-islamic boarding school, grade 3-5 students and foster child type children of the street are good; (3) Students of MI Baiquniyyah do not have economic independence, while foster child type children on the street have economic activities to help their families, foster child type children of the street for their own needs; (4) The social independence of MI Baiquniyyah students and children on the street shows good interaction, while children of the street rated naughty, after receiving assistance at RSBD shows positive changes. %Z Dr. Hj.
