The purpose of this research was to evaluate the qualifications of managers of public elementary school libraries in the city of Yogyakarta and to evaluate the competence of managers of public elementary school libraries in the city of Yogyakarta. This method of research is quantitative method with survey approach. This research sample is determined based on Yount table. This research was conducted in 74 public primary schools in the city of Yogyakarta. Data collection techniques use questionnaires and interviews with library managers. Validity and reliability test carried out with the help of SPSS Statistics v23, data analysis using percentage calculation and scores. The results of this research are: 1) the qualifications of managers of public elementary school libraries in Yogyakarta city which consists three indicators, indicator of the number of library managers with a percentage of 60\% included in the high category; the indicator of the educational qualifications of library managers is 74.3\% in the high category; the indicator of the library managers status of 6.8\% belongs to the very poor category. 2) as a whole, the competency standards of public elementary school library managers in the city of Yogyakarta are included in the sufficient category with an average score of 46.3. When viewed based on each competency, the results are obtained: managerial competencies are classified into sufficient categories with the results of a mean score of 7.5; Information management competencies are included in a sufficient category with the results of an average score of 11.3; Educational competence obtained the average score of 10.1 in the good category; personality competencies with a mean score of 8.2 are included in the sufficient category; social competence produces an average score of 3.1 with sufficient categories; Professional development competencies are classified into sufficient categories with an average score of 6.} }
